Digital Technology Empowers Sharing
and Sustainable Development
希望共享發(fā)展和可持續(xù)發(fā)展，是人類長(zhǎng)久以來(lái)的共同愿望。但是在以前，無(wú)論是政府能力、市場(chǎng)能力還是技術(shù)能力，都達(dá)不到讓發(fā)展實(shí)現(xiàn)普惠共享，無(wú)法控制發(fā)展對(duì)環(huán)境生態(tài)的破壞。如今，共享發(fā)展、可持續(xù)發(fā)展被愈來(lái)愈多的政府、企業(yè)和民眾所重視，特別是數(shù)字技術(shù)，以其難以置信的數(shù)據(jù)匯聚和計(jì)算能力，鏈接海量人群、物品和行為，并進(jìn)行高效智能匹配，使資源配置的高效與普惠同步實(shí)現(xiàn)，使生產(chǎn)便捷生活舒適與資源高效節(jié)約使用同步實(shí)現(xiàn)。本講將從多個(gè)角度闡述數(shù)字技術(shù)為共享發(fā)展和可持續(xù)發(fā)展提供的新機(jī)遇。
Hope for shared development and sustainable development is the common aspiration of mankind for a long time. However, in the past, whether it is government capacity, market capacity or technical capacity, it is impossible to achieve inclusive development and sharing, and it is impossible to control the damage to the environment and ecology caused by development. Nowadays, more and more governments, enterprises and people attach importance to shared development and sustainable development. In particular, digital technology, with its incredible data aggregation and computing power, links a large number of people, goods and behaviors, and carries out efficient and intelligent matching, so that the efficient and inclusive resource allocation can be realized simultaneously, and the convenient production, comfortable life and efficient and economical use of resources can be realized simultaneously. This lecture will illustrate the new opportunities that digital technology provides for shared development and sustainable development from multiple perspectives.

江小涓，經(jīng)濟(jì)學(xué)博士。主要研究領(lǐng)域?yàn)閿?shù)字經(jīng)濟(jì)、宏觀經(jīng)濟(jì)、產(chǎn)業(yè)結(jié)構(gòu)、國(guó)際經(jīng)濟(jì)和公共政策等，研究成果多次獲獎(jiǎng)，例如三次“孫冶方經(jīng)濟(jì)科學(xué)獎(jiǎng)”及第五屆“中國(guó)經(jīng)濟(jì)理論創(chuàng)新獎(jiǎng)”等。
1989年至2004年，在中國(guó)社會(huì)科學(xué)院從事研究工作，歷任副研究員、研究員和教授，歷任工業(yè)經(jīng)濟(jì)研究所工業(yè)發(fā)展研究室主任、財(cái)貿(mào)經(jīng)濟(jì)研究所所長(zhǎng)。2004年至2018年，在政府機(jī)構(gòu)工作14年，歷任國(guó)務(wù)院研究室副主任、國(guó)務(wù)院副秘書長(zhǎng)。2018年至2022年，曾任清華大學(xué)公共管理學(xué)院教授、院長(zhǎng)，清華大學(xué)服務(wù)經(jīng)濟(jì)與數(shù)字治理研究院院長(zhǎng)。
現(xiàn)任全國(guó)人大常委、社會(huì)建設(shè)委員會(huì)副主任委員，中國(guó)行政管理學(xué)會(huì)會(huì)長(zhǎng)。
Xiaojuan Jiang, Ph.D. in Economics. Her research mainly includes digital economy, economic development, industrial economy, international economics, and public policy. Her academic research has won many awards, such as the Sun Yefang Economic Science Awards (the highest award in China’s economic field and is known as the “China’s Nobel Prize for Economics”) and the 5th China Economic Theory Innovation Award, etc.
From 1989 to 2004, she worked in the Chinese Academy of Social Sciences as an associate researcher, researcher, and then professor; and served as the Director of the Industrial Development Research Office of the Institute of Industrial Economics and the Director of the Institute of Finance, Trade and Economics successively. From 2004 to 2018, she worked in the State Council and served as Vice-Chairperson of the Research Office and Deputy Secretary-general of the State Council successively. From 2018 to 2022, she was the Dean of the School of Public Policy and Management at Tsinghua University and Dean of the Institute for Service Economy and Digital Governance at Tsinghua University.
Currently, she serves as a Standing Committee Member of the National People’s Congress (NPC) and Vice-Chairperson of the NPC Social Construction Committee, and the Chairperson of the Chinese Public Administration Society.

清華大學(xué)公共管理學(xué)院成立于2000年。學(xué)院致力于打造具備國(guó)際化視野的卓越師資隊(duì)伍，現(xiàn)有教師60余人，現(xiàn)職教師全部具有海外學(xué)習(xí)和研修經(jīng)歷。2013年我院MPA項(xiàng)目成為美國(guó)之外全球首例通過(guò)公共管理院校聯(lián)合會(huì)（NASPAA）國(guó)際認(rèn)證的公共管理碩士項(xiàng)目，2017年全國(guó)公共管理一級(jí)學(xué)科評(píng)估結(jié)果為A+。學(xué)院已經(jīng)形成了學(xué)術(shù)型碩、博士，本科二學(xué)位和公共管理專業(yè)碩士（MPA）等中文教學(xué)項(xiàng)目，國(guó)際發(fā)展碩士（MID）、國(guó)際公共管理碩士（IMPA）、國(guó)際發(fā)展與治理碩士（MIDG）、可持續(xù)發(fā)展公共政策雙碩士（MPP-SDG）、 “一帶一路”國(guó)際公共管理碩士（IMPA-BRI）以及未來(lái)領(lǐng)袖國(guó)際公共管理碩士（IMPA-FL）等英文教學(xué)項(xiàng)目。
The School of Public Policy and Management of Tsinghua University (Tsinghua SPPM) was founded in 2000 and is the first graduate school of public administration in China. The school’s mission is to become a world-class institution that actively engages in teaching, research, and consultation of global public affairs. In 2013, the school’s MPA program became the first internationally certified public management master’s program by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) outside the United States. In 2017, the professional degree education of public administration at Tsinghua University was awarded A+.
Over the last 20 years, the school has built a perse, interdisciplinary faculty team, which currently consists of over 60 faculty members working in the fields of public policy and governance, public management, NGO studies, and global governance. The school currently offers four programs taught in Chinese, including Master of Management, Doctoral, Master of Public Administration, and Minor Bachelor’s Degree programs, and seven Master’s programs taught in English, including MPA in International Development (MID), International MPA (IMPA), MPA in International Development and Governance (MIDG), Master of Public Policy for Sustainable Development Goals (MPP-SDG), IMPA in the Belt and Road Initiative (IMPA-BRI) and IMPA for Future Leaders (IMPA-FL) program.
